The Southernmost border provinces (SBP) is an area that play an important role in many fields of development such as tourism, agricultures and medicinal local plants. Thai government policy has greatly supported the planting and exporting to foreign countries. In 2018, the Southern Border Provinces Administrative Center has signed a memorandum of understanding to develop language, cultural and academic relations amongst educational institutions The Foundation of Thai-Chinese people in the southern provinces of Thailand and a Chinese private company (YUNNAN SONGLAND CULTURAL DEVELOPMENT CO., LTD) has beneficially gained together for supporting academic progress that will lead to making a confidence in the international trade and economic development of both countries, including the management of production, export of halal food, Thai herbs and Betong chicken to China.

In the areas of Yala, Pattani and Narathiwat provinces have the potential to promote production due to there have various an important medicinal plants and is preferred by consumers but there is no processing yet to instantly use herbs. If considering the growth rate of the cosmetic business, it was found that herbal cosmetics are up to date popular.  In addition, the cosmetic business continues to grow and expand every year.

By evaluating data from the Economic and Business Forecast Center University of the Thai Chamber of Commerce which has made a ranking of 10 most outstanding businesses from the year 2011 - 2014 shows that the business about health and beauty, For example, food supplements and cosmetics are the number 1 business compared to other businesses. This is due to the increasing emphasis on health and beauty care. In addition, the cosmetics business is quite competitive in the AEC market, leading to a forecast that by 2020, the total market value of the cosmetics business will grow more than two folds. Especially the export sector which has the great opportunity to expand and gain to more than 200 billion baht.

Therefore, the development of herbal cosmetics is something need and important but up to date there are personnel with a tiny knowledge, especially in field of cosmetic and beauty science. Bachelor of Science Curriculum has been developed and invented under trade of Cosmetic and Beauty Science which enabled meeting consideration as the needs of the area and being able to answer the needs of Thailand economic system as well.  Cosmetic and beauty science is still a shortage program in southernmost border provinces since there is currently no institutions in the area offering this course. Herein, we will evince the most outstanding point of the three southern border provinces.
